All foreign students are allowed to study in Russia.
All international students, including those from private colleges, are now allowed to enter the country regardless of whether they have direct flights from their home country. The following is the headquarters-approved methodology for working with international students:
If required, educational institutions must build the infrastructure for students to construct their own self-isolation regime (if the test is not ready or is positive).
- Educational institutions are required to keep track of their overseas students. According to these lists, universities will apply to the Ministry of Interior's territorial organisations for visa support for their students, while the Ministry of Science and Education would apply to the Ministry of Foreign Affairs.
- Each international student on the list will receive instructions from their institutions on how to enter Russia's territory. The most important criterion is a negative COVID-19 PCR test.
- Foreign students will need to be vaccinated, which will be handled by regional authorities. All universities, even private ones, are subject to the algorithm.
