National Medical Commission (Foreign Medical Graduate Licentiate) Regulations, 2021
On November 18, 2021, the National Medical Commission released the National Medical Commission (Foreign Medical Graduate Licentiate) Regulations, 2021, which deal with registration and the requirements for recognising foreign medical graduates.
No foreign medical graduate may practise in India unless he obtains permanent registration in conformity with the terms of these laws.
In order to get permanent registration, the foreign medical graduate must complete a course leading to a foreign medical degree that lasts at least fifty-four months and an internship at the same foreign medical school that lasts at least twelve months.
This regulation, however, shall not apply to foreign medical graduates who obtained a foreign medical degree or primary qualification, as the case may be, prior to the effective date of these regulations, as well as candidates who are pursuing their education in foreign institutions prior to the effective date of these regulations; and to such foreign medical graduates who are specifically exempted by the Commission or the Central Government, as the case may be.
The underlying premise for licencing a foreign medical graduate to practise in India is to guarantee that the Foreign Medical Graduate meets the educational and training standards of an Indian medical graduate.
